products are and which are not covered by that piece of
legislation, which confirms that it is still too early to call.
Many companies also point out that the new law will
increase costs to the industry. Currently, the distributor
which benefit from tax incentives, whether in Espírito
Santo or Santa Catarina, pass the resulting cost reduction
along to their selling prices, making their products more
competitive. As the benefit ceases to exist, there will be no
choice but to increase prices. When it comes to any pro-
duct that has no domestic equivalents or for which most
materials are not available in the domestic market, there
will be no gain for the Brazilian industry. With the end of
tax incentives, in order for a particular market segment
or a small part of the nation’s business community to be
favored, a vast majority will have a higher price to pay.
Some will also say that the new law has not been thought
through and should have been considered in a broader
context and on an industry-specific basis, much unlike the
generalizing approach that has been taken. The reloca-
tion of much of the operations from ports that were given
incentives to the Port of Santos, in the country’s largest
consumer market, will also have an impact. That will lead
to further cost increases.
In reality, the federal government’s main goal is to reduce
the amount of imports that compete directly with pro-
ducts from domestic producers, while calling a halt to the
“war among ports”, which has been detrimental to the ma-
nufacturing sector and compromising its competitiveness.
The way that it has found around the problem is lowering
the interstate tax rate for imports to 4 percent from 2013
on, which directly impacts the creditor-debtor balance in
the distribution of imports. Interstate sales will be directly
impacted too, as it will be possible to assess whether they
are advantageous or not according to the tax accounts
and margins attainable, which means, in practical terms,
making some transactions less attractive.
For customers, the question as to whether buying from
distributors will be more or less attractive will also depend
on their tax accounts once the 4-percent tax rate is in
effect. Objectively speaking, the solution will give rise to
a new discussion in the distribution of imports come the
next year, but that does not mean that our industry will
benefit from it, as distributed products are not always
produced in Brazil.
Again, it is still too early to project a scenario. Only when
the new law and its regulations come into effect, which is
set to happen in January 2013, will the impact be capable
of being evaluated more accurately.
Plastic Packaging - Manufacturers Bet on New
Shapes
Manufacturers of plastic packaging materials for paints
and coatings are betting on new shapes. In addition to the
technology involved, the idea is to present consumers with
containers that stand out and make the products inside
them more appealing, as it happens with rectangular
containers.
Innovative technologies and new shapes are constantly
developed in the plastic packaging industry. Today’s trends
are towards sturdier packaging products, as well as rec-
tangular containers in a variety of sizes for the paint and
coatings segment.
Also innovative are some of the new technologies being
used in high-definition and photograph quality printing,
such as in-mold label and heat transfer. In addition,
companies are also investing in packaging and production
processes with an environmental approach.

Management Forum, Midwest Region
Goiânia Hosts Paint & Pintura Forum for the Second
Time
A success in attendance and participation, for this year’s
edition, the forum was relocated to a venue with more
space and better infrastructure to receive the region’s
paint industry professionals.
As planned through our calendar of regional events, Ag-
nelo Editora has put on the 5th Paint & Pintura Coatings
Technology and Management Forum for Brazil’s Midwest
region in Goiânia, Goiás. Held at the five-star Castro’s
Park Hotel, the forum had more than 160 registered atten-
dees and included 12 lectures delivered by representatives
of the companies Cabot, Eastman, Bandeirante-Brazmo,
BASF, Polystell, Alcolina, Tríplice Cor, Sibelco South Ame-
rica, Momentive, Clariant, Makeni and Wana Química,
which also sponsored the event.
Considering the success of the forum held in the capital
city of Goiás in June of last year and expecting a large
number of registered attendees for this year, Agnelo Edi-
tora, as the forum organizer, relocated the event to a new
venue in order to provide its audiences with a larger space
and better infrastructure.
According to Agnelo Editora’s chief executive officer Agne-
lo de Barros Neto, the idea is to improve the structure of
our regional forums each year and honor local manufac-
turers by bringing along representatives of major domes-
tic and international suppliers to the industry. “As many
